Position Summary

We are seeking an experienced Civil Engineering Manager to lead all civil engineering activities for an onshore wind farm project in the Philippines. The role covers access roads, bridges, jetty (build new and upgrades), WTG foundations, crane pads, and wind turbine transportation routes.

You will work closely with EPC/BOP contractors, engineering consultants, WTG OEM, LGUs, and internal engineering teams to ensure safe, high-quality, and on-schedule delivery of all civil works.

Roles & Responsibilities

  1. Engineering & Design
  • Coordinate with contractors to ensure the accuracy and completeness of topographic data, as-built surveys, and setting-out information.
  • Coordinate with contractors to verify that geotechnical investigations provide all required design inputs for key components such as wind turbine foundations, substations, internal roads, jetty, and bridges.
  • Review and validate all site assessment inputs, including topo/LiDAR surveys, geotechnical reports, hydrology studies, and flood-risk assessments to ensure alignment with design requirements.
  • Collaborate with contractors and internal teams to support, develop, and finalize the Basic Design and Detailed Design for the wind farm.
  • Participating in Preparing the RFQ and tender documents for all civil work packages, including technical specifications, scope of work, drawings, BOQ, and contractual requirements also for review proposals
  • Review and manage design packages for roads, drainage, bridges, culverts, slope protection.
  • Prepare technical inputs for permitting, environmental studies, and interconnection applications.
  • Liaise with the design team to resolve any design discrepancies in a timely manner
  • Verify that contractor design calculations comply with NSCP, Eurocode, and employer’s specifications.
  • Ensure interface alignment between civil, electrical, and mechanical teams (CBOP–EBOP–OEM).
  1. Construction Management
  • Review contractor design documents coordinating with OE during engineering stage, and provide necessary inputs ensuring the proposed design align with all local and employer requirements.
  • Oversee on-site execution of civil works according to IFC drawings and QA/QC requirements.
  • Supervise earthworks, concreting, rebar works, compaction, geotechnical requirements, and slope stability.
  • Monitor jetty strengthening & ensure structural capacity for WTG components.
  • Resolve technical issues and coordinate with HSE for safe operations.
  • Track contractor productivity, progress, and compliance with project schedule.
  1. WTG Transportation, Logistics, installation
  • Assess route conditions, clearance, bridge capacity, turning radius, and temporary works, transport risk assessment
  • Review heavy transport studies, logistics plans, and OEM logistics requirements.
  • Coordinate permits for oversized/overweight transport with DPWH & LGUs.
  • Support review of crane pad design and installation crane access routes.
  1. Budget, Timeline & Reporting
  • Prepare and update civil engineering cost estimates, BoQs, and CAPEX inputs for project financial models.
  • Monitor construction progress and identify risks & delays.
  • Control the civil budget and evaluate contractor claims.
  • Prepare weekly/monthly civil progress reports and handover documentation.
  • CAPEX estimates for civil work of development projects

Ideal candidate should possess

  • Bachelor’s Degree in Civil Engineering.
  • 5–10 years of civil engineering & construction experience in major infrastructure projects (roads, bridges, ports/jetties, industrial plants; experience in Wind & Solar is a plus).
  • Strong experience in cost estimation for Civil Balance of Plant (CBOP) works, covering access roads, WTG foundations, substations, drainage, and associated civil infrastructure in wind farm developments.
  • Extensive experience coordinating with geotechnical contractors, design consultants, and topographic survey teams, ensuring high-quality data, timely deliverables, and full compliance with design and engineering requirements.
  • Strong proficiency in MS Office (Excel, PowerPoint, Word) and capable of preparing professional presentations, reports, and technical documentation. Familiar with civil engineering tools such as AutoCAD, Civil 3D, QGIS, Google Earth and other design/review software.
  • PRC Licensed Civil Engineer.
  • DPWH Materials Engineer I/II accreditation (advantage).
  • DOLE COSH (40 hours) required; BOSH or Safety Officer certification is a plus.
