Levanta Renewables is a renewable energy developer and independent power producer in Southeast Asia. With a shared goal towards helping Southeast Asia realise its energy transition and net zero targets, Levanta is backed by Actis, a leading sustainable infrastructure private equity firm. We are developing 1.5 GW of renewable energy projects in Southeast Asia through M&A and greenfield development of C&I and utility scale projects.
Due to business expansion, we are actively seeking an EHS Manager to support the successful development and execution of wind and solar energy projects in the Philippines. This role reports to the Head of Sustainability. The role of an EHS Manager in the Philippines spans a wide range of responsibilities to ensure the safety of personnel, compliance with local laws, environmental stewardship, and strong relationships with stakeholders.
Roles & Responsibilities
1. Health and Safety Management
- Policy Development:
- Create and implement site-specific health and safety management plans tailored to local regulations and project requirements.
- Risk Assessment and Control:
- Conduct hazard identification, risk assessments, and job hazard analyses (JHAs).
- Develop and enforce control measures to mitigate identified risks.
- Incident Management:
- Lead investigations into workplace accidents, near-misses, and illness.
- Analyse root causes and implement corrective and preventive actions.
- Safety Training:
- Organize and conduct safety training sessions on topics such as personal protective equipment (PPE), emergency response, working at heights, confined space entry, and electrical safety.
- Contractor Safety Oversight:
- Evaluate and monitor contractor compliance with safety policies and procedures during construction and maintenance activities.
2. Environmental Management
- Environmental Permitting:
- Lead the preparation, submission, and monitoring of Environmental Impact Statements (EIS) to secure Environmental Compliance Certificates (ECC).
- Ensure compliance with environmental conditions outlined by the Department of Environment and Natural Resources (DENR).
- Environmental Monitoring:
- Oversee air and water quality assessments, waste management, and biodiversity monitoring.
- Ensure regular reporting of environmental performance to regulatory bodies.
- Waste Management:
- Implement systems for managing hazardous and non-hazardous waste in compliance with the Ecological Solid Waste Management Act (RA 9003) and the Toxic Substances and Hazardous and Nuclear Wastes Control Act (RA 6969).
- Climate Resilience:
- Develop and implement strategies to enhance project resilience against climate risks such as typhoons and flooding.
3. Regulatory Compliance
- Health and Safety laws:
- Ensure compliance with the Occupational Safety and Health Standards (OSHS) of the Philippines, the Labor Code, and related regulations.
- Environmental Regulations:
- Comply with DENR rules, including Clean Air Act (RA 8749), Clean Water Act (RA 9275), and environmental permitting requirements.
- Reporting:
- Prepare and submit mandatory reports such as Annual Medical Reports, Workplace Accident/Illness Reports (WAIR), and Environmental Monitoring Reports (EMR).
4. Emergency Preparedness and Response
- Develop, implement, and regularly test emergency response plans (ERPs) for scenarios such as fire, typhoons, earthquakes, spills, and other emergencies.
- Ensure the availability and maintenance of emergency response equipment, including fire extinguishers, spill kits, and first aid supplies.
- Conduct regular emergency drills and training for employees and contractors.
5. Community and Stakeholder Engagement
- Community Health and Safety:
- Identify and mitigate project impacts on community health and safety, such as noise, dust, and traffic.
- Stakeholder Communication:
- Engage with local government units (LGUs), community leaders, and other stakeholders to address concerns and foster good relations.
- Social Program:
- Partner with community relations teams to develop and implement programs that benefit local communities, such as livelihood initiatives and community infrastructure building.
6. Continuous Improvement
- Stay updated on changes to Philippine EHS regulations and best practices in renewable energy.
- Identify and implement new technologies or methods to improve EHS performance.
- Benchmark EHS practices against industry standards and promote a culture of innovation and excellence.
7. Reporting and Documentation
- Internal Reporting:
- Prepare EHS performance reports, including key metrics like Total Recordable Incident Rate (TRIR) and Lost Time Injury Frequency Rate (LTIFR).
- Regulatory Reporting:
- Ensure timely submission of required reports to agencies such as DENR, DOLE, and the Bureau of Fire Protection (BFP).
- EHS Recordkeeping:
- Maintain records of permits, training attendance, incident investigations, and monitoring data for audits and inspections.
8. Leadership and Culture Building
- Act as a role model for safety and environmental stewardship.
- Foster a culture of proactive risk management and continuous improvement.
- Lead cross-functional EHS committees and engage employees at all levels to prioritize EHS in daily operations.
